I don't think there will ever be a 1.4 since we are only doing patch releases for 1.x. @davidlago do you know whether we should go forward with this? I saw a couple other increment PRs similar to this but not sure what the deal is.

@scrawfor99 this is for 1.x CI to be unblocked, since all the changes going in 1.3 line, by process, get backported from 1.x and they can't be merged to 1.x because core 1.x is bumped to 1.4.0 causing issues with version mismatch, hence blocking any patches going to 1.3
