Is your feature request related to a problem? Please describe

We have extensive documentation related to the build and release processes. See https://github.com/opensearch-project/opensearch-build/wiki
However, looking at it from a non-contributor point of view who volunteers to be the release manager in the future, it lacks the next action items in case of failures.

Describe the solution you'd like

Have detail actionable SOPs for possible workflow or process failures as much as possible. Whom to contact, what to do, what can be re-run and what should be skipped.
