As a billing manager I need to be able to manage the overall band structure in these ways:

Visualize supporter data in charts and graphs
View and edit base bands in a single view / grid
Do an annual update of base bands, where I create a new set of base bands adjusted for inflation, pull new GNI data, and pull new exchange rates. This step might involve creating a Financial Year that begins on July 1 and ends on June 30, for example.
