Summary

Skip kernel version check in vela mode
Get properties from config.ini instead of build.prop in vela mode
Automatically configure x86_64 kernel in vela mode
Select virtio-blk-pci device for x86_64 target
Select virtio-serial device for x86_64 target
Allow using the ANDROID_EMULATOR_VELA env to enable vela mode
