Prerequisite

I have searched Issues and Discussions but cannot get the expected help.
The bug has not been fixed in the latest version(https://github.com/open-mmlab/mmcv).

Environment

At least the build_without_torch is broken since open-mmlab/mmengine#1600

Should be fixed in open-mmlab/mmengine#1632 I think

Yes that job is fixed. But not all CI is fully working again
