Google Scholar seems like the most promising source for citation counts, but one needs to be careful with rate limits to avoid being blocked.

Here's a pretty good reference on the citation performance of all JMLR papers: http://www.scimagojr.com/journalsearch.php?q=20969&tip=sid&clean=0

Seems like it should be pretty easy to do something similar just for the mloss track.
