1. R scripts incldues csv's and R scripts that can be used to reproduce charts and calculations
used in the steel report. 

2. Additional documentation includes instructions on how to replicated results 
and use the scripts and data referred to in step 1 to reproduce charts, background
on steel report assumptions, results from old runs, the final steel report (and its 
endnote library), documentation for how H2BF technology was added.
