Support for EU Data Center

Updated underlying infra-publish-java to support EU DC, updated unix-monitor config accordingly.

Fixed pluginctl.sh, updated and reduced config files

Pluginctl.sh was simplified such that it runs consistently on all shells (bash, sh, ksh, csh, etc). Redundant/extraneous lines were removed from the config files for readibility and simplicity. On the code side, changers were more or less cosmetic.

Added interval attribute defines in minutes the interval between running the configured command. By default, interval 0, the commands would be run each time a harvest cycle is run
