Initial FlyEM release

This initial release is meant to make it easier to version and integrate the flyem version of neuroglancer into flyem's consoles. Currently built files are manually copied and committed to these projects. It can be difficult to know which version of neuroglancer is deployed with various projects, and somewhat cumbersome to keep neuroglancer up to date.
