Git Commit Access Policy

As discussed in this email thread :

We grant commit access to anyone who has:
* sent at least one patch that has passed on-list code review, or
* is vouched for by an existing contributor.

If someone has met (a) or (b), any of the existing project admins can add them without further input.

Those with commit access are still asked to follow the customs outlined in the General Development Process page regarding sending patches to the list and obtaining an ACK before pushing, of course.
