Still can't change string under 8va by dragging (works with ctrl + up/down)

Bug description

A leftover of #14218; with latest nightly, you can now change string with ctrl + up/down under an 8va line, but still not with dragging.
notice that capo import is untested, cause the given .gp file seems not having any capo.

Steps to reproduce

As in #14218, add an 8va and try to change the string, with both dragging and ctrl + up/down.
