[MU4 Issue] Extra brace appears when moving linked staff after regular staff was added

To Reproduce
Steps to reproduce the behavior:

1. Create a simple score from Simple template
2. Add a regular staff ("Add staff" button in Inspector)
3. Add a linked staff for the first one (all staves under one piano bracket)
4. Move the linked staff above (second in the column)
5. Pay attention to the second piano bracket

Expected behavior
All staves still under one piano bracket

Can be fixed together with #13195

The brace issue seems to have been fixed. However, if the linked stave is moved all the way to the top, it breaks out of the brace and also the barlines no longer connect through the staves, which would be nice to correct:
