Linked staff added after a regular staff is placed under the regular one

To Reproduce
Steps to reproduce the behavior:

1. Create a simple score
2. Via Instruments in Inspector add a staff ('Add staff' button)
3. Add a linked staff for the first (top) staff

Expected behavior
Linked staves are placed automatically next to each other in any case

This is a feature request IMO, not a bug. The ability to insert staves (linked or not) into arbitrary positions was intentionally removed by @RomanPudashkin in #12293 because it was causing crashes and other problems (see #12279 and #12131), so new staves are now always inserted at the end of their staves group (and it only takes a 1 click operation to move it to the desired place). I would leave it up to Roman to decide when and how to bring the feature back.
