Configure flow type to run #17

Currently, the external system (like the segmentation app) has to send in the flow type to run (e.g. conda vs podman.) The caller shouldn't care. We should add configuration to the parent flow that lets the person controlling the system decide which types of workers to run. Maybe using prefect blocks?
