Support specifying PAC CLI Version in Tool Installer Task

While using the Upload PAPortal task, I was hoping to take advantage of the new functionality that allows setting environment variable values for Site Settings.

However, this isn't currently feasible in our Azure Pipelines setup because the Tool Installer task installs PAC CLI version 1.38 by default (as listed here). This feature is only available in later versions (e.g., v1.41 works beautifully when running pac pages upload locally).

Previously, the task supported inputs to specify tooling versions before the switch to PAC CLI. Could we please have similar support to specify the PAC CLI version? This would allow teams to intentionally use newer releases and unlock the latest functionality in their CI/CD pipelines.
