Describe the bug

I can see that v1.7-experimental2 was released by @RDMacLachlan 5 days ago https://github.com/microsoft/WindowsAppSDK/releases/tag/v1.7-exp2
https://learn.microsoft.com/en-us/windows/apps/windows-app-sdk/experimental-channel#version-17-experimental-170-experimental2

The official Ignite announcement was that:

Developers can access Phi 3.5 Silica API and Optical Character Recognition (OCR) API which recognizes and extracts text present within an image in Windows App SDK 1.7 Experimental 2 release in January.

However the feature is still missing. What happened?
