Netstandard is still needed in one place down the chain. Updated all other projects to use netcore versions and reduced library targets to the Abstractions project

This is still used down the chain in one location. Keeping the support isolated to this one project and will hopefully be able to drop it later. Removed the Library target from other locations to keep the updates maintainable.
