Background

Version 11.3.0 of nmdc-schema package has been released. Release notes: https://github.com/microbiomedata/nmdc-schema/releases/tag/v11.3.0

Task

The task here is to update the Runtime to use that version of the package. That will involve updating requirements/main.in and then running make update-deps.

Follow-on task

Once it is using that version of the package, we can proceed to address #866, which is about using a function that was introduced in that version of the package.
