Add ability to input lat/lon value in common formats other than decimal degrees

A user may have a dedicated GPS device that reports lat/lon in, for example, degrees/minutes/seconds or degree/minutes/decimal minutes. However our schema wants decimal degrees. We could consider offering an interface where a user can input their lat/lon in their desired format and we will convert it to our desired format.
