Unable to Add New Devices to Google Home

Describe the bug
When I add new devices to the app in Hubitat, they are not added to Google Home. When I go to readd the hub to Google Home, I get all the way to the end and after I hit authorize it says that it cannot link to the hub. Current device states are updated in google home and I can control devices from google home.

Also the whole Google Console Setup has completely changed since actions are now set up in the developer console.

I had to add the service key to the app in Hubitat.

I am now getting an error inside of Hubitat when i attempt to sync devices:
groovyx.net.http.HttpResponseException: status code: 403, reason phrase: Forbidden on line 218 (method updated)
