2 train limit depots not working as expected

so i recently made a 2 train limit depot and it seems to have an issue where a train sitting in the stacker gets a request and is unable to fulfil it due to the train sitting infront of it
proposed solution:
since i dont want to turn of the feature that lets a train get a new request when out of depot i say a good solution would be a setting that prioritises trains already in a depot for a request before sending a train that isnt in a depot for a request
