Problem with USPS Shipping on New 2.4.7-p3 Install

  2.4.7-p3
  Install new magento from
  composer create-project --repository-url=https://repo.magento.com/ magento/project-community-edition .

Steps to reproduce

Enable USPS Shipping
Username and Password credentials supplied, all fields properly filled.

Expected result

Shipping quote from USPS api

This issue is related to the urlencode function issue. If we pass the API and XML in plain format it will fix the issue

We have verified the issue in 2.4.7-p3 instance, but we are unable to reproduce the issue. Kindly refer the screenshots.

Steps to reproduce

1. Install New Magento Instance
2. Configure USPS Shipping Method
3. Access Frontend, Add item to cart and navigate to checkout.
4. Observe USPS shipping methods are loading as expected.

Can you please reverify or provide more information.

I just reinstalled from scratch, using:
composer create-project --repository-url=https://repo.magento.com/ magento/project-community-edition .

I got the same error, then turned on debug and this is the output of the shipping.log:
