Single base config / instructions for Jubilee kit

Blair and I chatted and aligned on the idea of bringing in the PDFs from the Jubilee wiki into Science Jubilee as static copies, and splitting the PDF pages to allow for in-between content. Each PDF "packet" would get its own webpage (i.e., click next to go to the next "packet"), and each PDF page would have it's own markdown heading with a simple title to make it easier to figure out where to edit it.
