Desktop notifications

This issue is not about HTML5 desktop notifications, these are not supported by 
Chromium Embedded Framework that PHP Desktop uses.

For consideration, whether it is worth mimicking HTML5 desktop notification API 
by exposing the same set of functions through window.webkitNotifications 
(Chrome) / window.Notification (Firefox).
