Bump loop to `v0.28.0-beta`, faraday to `v0.2.13-alpha` and lightning-node-connect to `v0.3.1-alpha`. This commit also bumps the loop swapserverrpc to `v1.0.7`, as it's required by the new loop version.
Loop `v0.28.0-beta` requires the minimum required lnd version to be set to `v0.17.0`, and this commit therefore updates the litd requirement accordingly.

Tested the loop & pool flow through TW. Have also tested autopilot with a local & staging version of the autopilot server. |

Yes exactly :)! We wanted this one out to get the new Loop version into terminal as it contains some nice fixes & new features. |
