Membership Import

All of our people are loaded, but we did not have email addresses for them

When we try to import offline memberships it is duplicating the people record because we added the email field

This was also the case in trying to update the people records

A name is not sufficient. Upon import the combo of lastname/firstname/email is checked and if nothing found, the email alone is checked.
