for example celery allows;

app.control.broadcast('rate_limit',
...                          arguments={'task_name': 'myapp.mytask',
...                                     'rate_limit': '200/m'})

however, since brokers are generally things that app devs can write[1], I think something like this should be a feature of a given broker.
