Update Selenium to 4.10.0
Update Web Driver Managers to 5.3.3 (java), 2.16.3 (.NET)
Other dependency updates
Update .NET tests to 6.0
Get latest available driver (.NET) for chrome, avoids matching browser version that fails with Chrome 115
