The process is documented to show the manual steps for uploading a RHCOS AMI in non-commercial AWS regions is documented at https://github.com/jaredhocutt/openshift4-deploy/blob/govcloud/docs/rhcos.md.

Having this process automated would make things much easier and reduce human error.
