140 apptainer installer scripts do not work any more #141

Both apptainer 1.2 and squashfuse local installer scripts were not properly working since their migration to the `container_recipes` directory. While debugging the issue another issue in the common `basic-installer.bash` script has arisen. Fixed all the involved scripts.
Also, updated default versions of GO and apptainer used in the container image building process.

Fixed issue with scripts which allow to install apptainer in the python environment, which are needed for native installs in restricted environments like HPC ones.
