distribution corresponding to validator set update

fee(including minted coins) is distributed based on the voting power, so it should be triggered (or record to be set for final calculation) when validator set updated. Since from #222, validator set will be updated not only when epoch ending but also slashing happened, the distribution should be updated correspondingly.
