Just a few tiny lil' changes that warrant a new build:

• Replaced the "Valve Developer Community" help link with "Srcds Launch Options", now taking you to a website which gives you a big list of launch options for the server (srcds.exe)
• Added the repo's icon to the program's control box

Complete rewrite of entire program from Visual Basic to C#; unsure what version it should be changed to so I'm giving it 4.0.0.0

• Save/load now works for every single setting

• Smaller window

• Probably runs faster, unsure and untested

• More features to come, motivation willing

• Note: Download previous release first, then download this one and replace the already existing .exe with the one inside the archive, if previous release is already downloaded, then don't redownload it
