Licensing and data related implications on using Intel Math Kernel Library (MKL)

I've noticed that Intel's MKL is being utilized from the Intel oneAPI repository for CPU only docker builds. I'm interested in understanding the legal implications of using this software.

Additionally, I'd like to know whether using a Docker image for CPU processing entails sending any anonymized data by default or not.
