Issue: kubeflow#225
Towards PR: kubeflow#262

Added a section description to match the style of earlier steps and communicate the user’s current step.
Cleaned up button labels and descriptive text for clarity and consistency.
Refactored the modal to push title and description into our ModalHeader component, in line with PatternFly’s recommended header/layout approach.
Tweaked the modal box CSS so it visually aligns with MUI Dialog styling (borders, padding, and spacing).
