We’d like to have Sense remotely turn on BLE on the pill without user intervention.

Suggestion:

piggy back on heartbeat upload.
every n hours, with a large n value (48h, 72h, etc.) wait for ACK from Sense
ACK contains a time (ticks) when the pill should turn on BLE so that the phone could DFU in the background.
