Introducing a simple Dagger CI based job which run Supernova against an existing Testnet or Portal Loop chain

Github Action just recalls a Dagger Module using the Dagger Engine
Operations expected to be performed by job are all written into a Go package, the Dagger module, that can be tested seamlessly on local machine the same way it run on Github Actions Runner example given
Editing, enriching and testing the jobs become just another dev task

Note: Currently using test4 as RPC endpoint. Waiting for Test5 to be up again and Supernova's code to be aligned with Portal Loop / Gno master
