Actual:
When an item is registered in a collection, if an index with the collection name prefixed with a configured preifx does not exists, then the index is created but no collection is created. Note: AIRS, for now, does not know ARLAS Server, ES only.

Desired
When an item is registered in a collection, AIRS checks if the collection exists. If so, it identifies the index and add the document in that index. It not, AIRS creates the index and registers the collection on ARLAS Server. Note: ARLAS Server endpoint must be configured in AIRS. The identity of AIRS must be used to register the collection on ARLAS Server.
