Create a ui for the aligner

User story

As a translator I want to see/modify and export the phrase alignments so that I can be confident that my translation is an accurate representation of the original text.

Acceptance Criteria

• The ui is available as a web interface
• UI is capable of displaying the underlying alignment data
• UI is capable of modifying the alignment data and save the changes on the underlying table
• I'm able to export the alignment data as a tC JSON object.
