Add EIP support to Filecoin Docs

This generally makes sense but a few questions @trruckerfling

Can you help me identify where to make this section? Does it make sense to add a new section under https://docs.filecoin.io/smart-contracts/filecoin-evm-runtime or add to the section https://docs.filecoin.io/smart-contracts/filecoin-evm-runtime/difference-with-ethereum or to add it to reference? It's not clear where to add it to in reference to me.

I'm concerned about creating confusion in this document because to explain that we are trying to add to the document that we support for example MCOPY and TSTORE, i'm concerned that we create confusion that there are other FIPs we don't support.

I think I just need a nudge in the right direction to resolve this.. thanks in advanced!
