第一，认为域名在国内就需要备案。不管你域名在国内还是国外，备案和域名没有关系，只要我们的主机在国外，都不需要备案；
第二，主机在国外可以备案吗？主机在国外不需要备案，也不好备案，国外没有备案一说，也没有这备案部门。如果你需要认证其他，涉及到网站需要备案，是不行的。
我好像也看到有些第三机构需要认证网站需要填写网站备案资料，如果你主机在国外，那就没办法。</p>
