ETD platform: Assign DOIs to records when they publish

Currently, records don't receive a unique identifier when they are published into the ETD repository, other than their URL. We would like to have a DOI generated upon publication.

When a record publishes to the ETD repository, it will be assigned a DOI.

All users who submit records to the ETD repository will gain the stability of having a DOI assigned to their record.
