ETD platform: Give students submitting theses the option to submit to ProQuest

Is your feature request related to new functionality not yet included in the product? Please describe.
A clear and concise description of what the new feature will provide.

Currently, all dissertations submitted to the ETD repository are automatically submitted to ProQuest as well. We would like to give students submitting a thesis the option to voluntarily submit to ProQuest as well. This would be a yes/no question once they have confirmed that they are submitting a thesis rather than a dissertation.

Add a question to the submission process for students who select that they are depositing a thesis, to then elect to deposit their record into ProQuest.

A clear and concise description of how many and which types of users would benefit from this feature, or any who may be negatively impacted by the change.

All students who submit a thesis rather than a dissertation will gain the opportunity to have their work showcased on ProQuest without having to contact ProQuest on their own.
