This becomes three fields:
- `equipment_required`
- `funding_required` ("Costs")
- `additional_info`
Rename `funds` to `installation_funding`.
Add "Costs" to the edit page.

In addition to the wording changes from the call on Thursday and some minor fixes, I've split out
requirements("Additional info") intoequipment_required,funding_requiredandadditional_info, and moved Funding to a section at the bottom of the form.Should we change the "Funding" header for installations to "Grant"?
