mergify: remove backport-8.x enforcement #4398

What is the problem this PR solves?

9.0 branch is now a thing, therefore no more 8.x and main feature parity is needed by default.

Avoid unneeded backports

Design Checklist

If you don't need it please use backport-skip label and remove the backport-8.x label.
