Create GoCD pipeline for the codejail ArgoCD pipeline

Acceptance Criteria:

• The stage deployment for the codejail-service can be initiated from GoCD, like all our other containerized services (e.g. credentials, etc.)

Notes:

• It is unclear whether SRE will do this as part of standing up the service, or not.
• We'd like to continue to use the known of GoCD until SRE is more ready for Githhub Actions.
• It is possible that this will just be for Stage, and there will be a additional work for Edge and Prod.
