Discovery for edxapp containerization in Sandboxes

This [Sandbox] is likely to be a nontrivial amount of discovery and implementation. We may need to create a new sandbox system, shared with devstack. Maybe we can use one of the old devstack replacement options that Arch-BOM looked into previously.

@dianakhuang: One of the things I'd like to understand is whether we think we could learn anything from this effort that would be important to complete before rolling out to Edge and Prod, or if we think this is an independent part of the long tail work.
