Refactors the workflow to drop dist packaging steps and focus instead on testing. Merge kafka/java matrix. Separate pylint step, and ignore errors for now. Old kafka versions fail due to outdated jvm flags -- I'll fix this in a separate PR. There are some failures in admin integration tests that appear flakey / due to timing. Will also look at those separately. For now this should give consistent feedback for changes.
