quest(Layout): Layout component can't work after published to a production IIS server

Describe the bug

Environment

• .NET 8
• IIS 10
• Windows Server 2022

below layout (BasicLayout.razor) works on local computer when developing, but not work after publish to IIS on production server

in development, show as normal as below:

after publish to production IIS server, show abnormal as below:

no layout rendered, only page content show up

the layout can work only after the Layout component being removed.

Expected Behavior

Layout Component should work the same in Development & Production Servers

Interactive render mode

Interactive Server (Interactive server-side rendering (interactive SSR) using Blazor Server)

Steps To Reproduce

start in local computer, bootstrap Layout Component works fine.
but it not works after publish to production IIS
