In order to comply with the new Node+JS Foundation, we need to list our governance structure on the website and in a repo somewhere.

My goal is that Dojo qualifies for the Impact stage, which is outlined at https://github.com/nodejs/bootstrap/blob/master/proposals/stage-2/PROJECT_PROGRESSION/PROJECT_PROGRESSION.md#impact-stage-formerly-top-level

Just a note too that for this transition/initial bootstrapping, the OpenJS Foundation CPC intends to have a good amount of runway for projects to make any changes needed to match their stage. So we shouldn't stress about having to meet all the requirements by May 1 for example!
