Add method to Tracker to shrink all ratings towards mean #4

Make it easy to shrink all players towards the mean (for example, between seasons). Allow the option to only apply to some players.

Also need to do this in a way that doesn't count this rating update as a game. This will likely require an update to Player.count_games.
